Procurement Specialist II

Salary Range: $41,769.00 - $62,654.00 Per Year
Work Schedule: Monday through Friday 8:30 AM to 5:30 PM

PURPOSE

Under general direction, is responsible for coordinating and conducting procurement and contract initiation, monitoring and compliance activities, in accordance with the Centerís procurement and contracting policies and procedures.

TASKS
1. Plans, administers and executes the procurement process to include developing specifications/scope of work, verifying specifications, developing price schedules/matrices, and finalizing solicitation documents, tabulating bids/proposals and coordinating program recommendation
2. Assists with research, development, and communications of purchasing policies and procedures to Center personnel and provide technical guidance on said policies and procedures as necessary for professional and non-professional services.
3. Ensures the timely procurement of goods in accordance with Center procurement policies and all other applicable federal, state and local laws, policies and procedures.
4. Conducts product and vendor research for goods to determine market volatility, price trends, availability, alternative products and potential future problems or opportunities.
5. Determines solicitation method for Center procurement's.                                                                            6. Facilitates, coordinates, and participates in the evaluation of proposals.
7. Prepares and coordinates with client program award recommendations for CHCS Board of Trustees consideration.
8. Performs related duties and fulfills responsibilities as required.

MINIMUM REQUIREMENTS
1. Bachelorís degree in public administration, business administration or related field from a four ( 4) year accredited university
2. Three to five (3-5) yearsí experience in private or public sector contract administration, purchasing, vendor management, procurement card, accounting finance or closely related fields.
3. Personal computer (PC) experience and proficiency with MS Word, Excel, PowerPoint, and Outlook

4. Knowledge of large scale purchasing methods and procedures, laws, and regulations.
5. Knowledge of local and national market practices and pricing methods.
6. Knowledge of merchandise receiving and invoicing procedures.
7. Ability to absorb and apply established procurement, procedures, laws and regulations.
8. Ability to interpret information and write specifications for a variety of commodities.
9. Ability to establish and maintain effective working relationships with CHCS staff and the general public.
10. Ability to communicate clearly and effectively, both verbally and in writing.
11. Ability to evaluate the financial, production, and delivery capabilities of potential bidders and/or vendors.
12. Ability to perform all the physical requirements of the position.
13. Must maintain a valid driverís license and automobile insurance coverage, be able to travel as needed, and be able to meet on a consistent basis the driving record requirements of the Companyís auto insurance carrier if you drive your vehicle during company business

Compensation Package

Salary Ranges: $41,769.00 - $62,654.00 Per Year
