Consumer Rights Coordinator / RN Nurse

Work Schedule: Monday through Friday 8:30 AM to 5:30 PM




The CHCS Consumer Rights Coordinator / Nurse (CRC) will receive complaints of violations of rights, allegations of inadequate provision of services, and requests for advocacy from service recipients, their families, friends, service providers, other Center staff, other agencies, the general public, and the Texas Department of Aging and Disability Services and Texas Department of State Health Services Consumer Services and Rights Protection. The CRC will perform a thorough investigation of each complaint while representing the expressed desires of the complainant and advocating for the resolution of their grievance reporting the results of investigations and advocacy to the complainants, consistent with the protection of the service recipientís right to have any identifying information remain confidential.




  1. Investigate consumer rights complaints and coordinate with appropriate staff, state rights office, and others as appropriate to resolve.  
  2. Ensure that consumer rights have been thoroughly explained to center staff through New Employee Orientation training.
  3. Reviews all policies, procedures, behavior management or therapy programs, and rules that affect the rights of consumers.
  4. Develop and implement Center wide patient safety/risk management programs with a focus on proactive strategies to control and reduce clinical risks at the point of care and mitigate those risks once they occur in collaboration with Medical professionals.
  5. Implement and evaluate the effectiveness of the Consumer Right processes and procedures and perform process improvements based on results.
  6. Handle consumer complaints, including appropriate investigation and lessons learned action items.  
  7. Facilitate consumer appeals for eligibility determinations and services, including coordination, notification, and other actions as outlined in the Administrative Manual. For Medicaid consumers handle referrals to Texas Health and Human Services Commission and Manage Care Organizations for appeals.  
  8. Serve as Centerís liaison with Department of Family and Protective Services in matters of abuse and neglect allegations which could include occasional after hours contact with supervisory staff.  
  9. Maintain mechanisms to measure, assess, and reduce incidents of consumer abuse, neglect and exploitation and improving the consumer rights protection processes;  
  10. Conduct analysis of grievance, appeal, fair hearings, and expedited hearings; 
  11. Receive and review notification of death from law enforcement agencies, hospitals or other sources; take information regarding incident location and other details; determine jurisdiction of death; and maintains related documentation.
  12. Conducts interviews with witnesses, law enforcement, medical personnel, and family members; gathers information regarding personal histories, including medical and social histories; takes statements; and verifies truth/accuracy of statements.
  13. Documents all investigative information; prepares detailed case reports and records; generates investigative summaries; and subpoenas police reports and medical records as needed.
  14. Other duties as assigned




  1. Registered Nurse with two (2) to four (4) yearsí of experience as       Registered Nurse in the State of Texas with strong leadership skills and ability to work with minimal supervision 
  2. Ability to maintain required credentials and mandatory training requirements to ensure compliance with all State regulations and CHCS policies
  3. Effective oral and written communication skills
  4. Proficiency with Microsoft Word, Excel, PowerPoint, and Outlook.
  5. Must maintain a valid driverís license and automobile insurance coverage, be able to travel as needed, and be able to meet on a consistent basis the driving record requirements of the Companyís auto insurance carrier if you drive your vehicle during company business 
  6. Must be able to meet the physical requirements to complete SAMA and CPR training including lifting up to 12 lbs. and supporting up to 55 lbs.; bending, stooping and getting on and off the floor without assistance.




  1. Five (5) plus yearsí of nursing experience
  2. Bachelorís degree from an accredited university
  3. Graduate level work and/or a Masterís Degree in a related field 
  4. Experience with Root Cause Analysis, investigation techniques, methods and theories
  5. Working knowledge of Continuous Process Improvement  
  6. Experience with Texas Administrative Code (TAC) legal requirements  
  7. Experience with Consumer Rights complaint procedures
