Director of Contracting & Procurement

Department: 8087 - Compliance
Location: San Antonio, TX
Work Schedule: Monday through Friday 8:30 AM to 5:30 PM

PURPOSE

The Director of Contracting & Procurement is responsible for all phases of The Center For Health Care Services (CHCS) contracting process and for the procurement of goods and services for the agency.  

TASKS

  1. Direct all phases of the agency’s contracting process, including: 
    1. Drafting internally requested contracts and managing contract-related correspondence. 
    2. Reviewing externally submitted contracts for form and sufficiency. 
    3. Coordinating review, revision, and approval of contract drafts by program and external contractors. 
    4. Coordinating execution of contracts. 
    5. Assisting agency staff with contract interpretation, enforcement, and revision.  
    6. Processing executed contracts for internal access and archiving. 
  2. Monitor revenue contracts and external service provider contracts for compliance. Develop and enforce corrective action plans, when needed.
  3. Monitor all contracts for pending expiration dates and work with responsible agency program staff to renew prior to expiration, where applicable.
  4. Develop and manage formal (RFP) and informal procurements/solicitations and assist in contract negotiation. 
  5. Determine methods of procurement in compliance with agency policy and applicable state and federal purchasing guidelines.  
  6. Regularly monitor agency purchasing to ensure compliance with agency procurement policy.  
  7. Interface with funding and regulatory agencies. 
  8. Manage renewal/amendment of the agency’s insurance coverages.  
  9. Supervise department staff as indicated by the Chief Compliance Officer. 
  10. Other duties as assigned.

MINIMUM REQUIREMENTS 

  1. Bachelor’s degree.
  2. Minimum two (2) years' experience drafting, negotiating, and administering contracts.
  3. Minimum five (5) years' experience in procurement that includes preparing formal solicitations, managing bidders conferences, and routine interaction with program management and executive leadership. 
  4. Experience using Group Purchasing Organizations (GPOs) and buying collectives. 
  5. Supervisory experience. 
  6. Strong writing and editing skills. 
  7. Strong communication, interpersonal, and negotiating skills. 
  8. Demonstrated ability to think analytically and strategically. 
  9. Demonstrated ability to manage multiple projects simultaneously and meet deadlines. 
  10. Must have a valid Texas driver’s license and be insurable by the agency’s insurance carrier

PREFERRED:

1.  Bachelor’s Degree in business, finance, healthcare administration, or public administration
