General Counsel

Department: 8010 - Executive Administration
Location: San Antonio, TX
Work Schedule: Monday through Friday 8:30 AM to 5:30 PM


The General Counsel primarily advises executive management and board on legal matters affecting CHCS and the board, as well as provides oversight to CHCS contracts development and maintenance.


  1. Provide legal advice and counsel to Executive Leadership and Board of Directors as requested and on proactive basis.
  2. Manage Contracts Administration function and staff to meet all required contracts-related submission deadlines, ensuring the Centerís capability to provide timely contracted services delivery and billing.      
  3. Meet all required deadlines for Board meetings and other delivery deadlines for external communications.
  4. Oversee the drafting, editing and execution of contracts and contracts related correspondence on a timely basis.
  5. Effectively manage electronic and paper contracts file systems and archives, including timely and efficient contracts/information retrieval.
  6. Maintain updated knowledge of legislation and regulation potentially impacting Center operations and provide proactive guidance as required.
  7. Provide input and guidance on development of Center policies and procedures.
  8. Other duties as assigned



  1. Doctorate of Jurisprudence from an accredited university          
  2. Licensed to practice law in the State of Texas
  3. Must maintain required credentials and mandatory training requirements to ensure compliance with all State regulations and CHCS policies
  4. Must maintain a valid driverís license and automobile insurance coverage, be able to travel as needed, and be able to meet on a consistent basis the driving record requirements of the Companyís auto insurance carrier if you drive your vehicle during company business 
  5. Must be able to meet the physical requirements to complete SAMA and CPR training including lifting up to 12 lbs. and supporting up to 55 lbs.; bending, stooping and getting on and off the floor without assistance.


  1. Experience in a legal advising role for an agency or organization delivering comprehensive mental health, developmentally disabled and substance abuse services, including working with law enforcement and the criminal justice system
  2. Progressive experience and responsibility in legal advising and/or management in a health care delivery system
  3. Knowledge and experience advising the Texas Administrative Code for a state agency
