Sr. Accountant

Department: 8015 - Fiscal Services
Location: San Antonio, TX
Work Schedule: Monday through Friday 8:30 AM to 5:30 AM

PURPOSE 

The Senior Accountant is responsible for applying accounting principles and procedures to analyze financial information, prepare accurate and timely financial reports to Federal State and Local external stakeholders.

TASKS

  1. Analyzes and prepares complex yearly cost reports and cost allocation plans to include Medicaid, Medicare, HCS, ICFMR, TX Hm Living, CAM, DAHS, PAS following appropriate guidelines, codes and regulations to assure accurate, reasonable and complete information to federal, state and local governments
  2. Prepares reimbursement requests for federal state and local grants; prepares correspondence and expenditure reports, monitors grant related expenditures and ledgers; prepares annual expenditure reports.
  3. Compares, prepares and analyzes the DSHS Performance Contract Budget Attachments and Quarterly Financial reports
  4. Reviews client data and allocation methodologies to ensure appropriated funds have been allocated to the correct classifications of cost  
  5. Prepares, enters and maintains the annual operating and personnel budgets at the Center wide level to ensure compliance with all federal, state and local expense and revenue recognition requirements
  6. Continuous analysis and support of budget and forecast activities
  7. Liaisons with Business Analysts to reconcile billing to required financial reporting, reconcile personnel and unit budgets, and identify adverse trends affecting cost and solutions for correction
  8. Compiles and analyzes financial information to assist in preparation and analysis of monthly financial statements and assimilation of reasons for variance for explanations in financial notes
  9. Creates financial analysis as requested for internal and external stakeholders that is accurate, timely and substantively appropriate
  10. Other duties as assigned

MINIMUM REQUIREMENTS 

  1. Graduation from an accredited four (4) year college or University with a major in accounting, business or finance
  2. Five (5) years’ experience with grant accounting, budget, and financial statement analysis
  3. Proficient in Microsoft Office to include, Excel, Power Point, Word and Outlook
  4. Knowledge of and exposure to working with applicable laws, codes and regulations sufficient to prepare Medicare, Medicaid and other cost reports and reimbursement requests to federal, state and local governments; demonstrated ability to effectively multi-task and work with all levels of employees and external resources
  5. Must maintain required credentials and mandatory training requirements to ensure compliance with all State regulations and CHCS policies
  6. Must maintain a valid driver’s license and automobile insurance coverage, be able to travel as needed, and be able to meet on a consistent basis the driving record requirements of the Company’s auto insurance carrier if you drive your vehicle during company business 

 PREFERRED 

  1. Knowledge of OMB A-122
  2. Experience with data base queries
  3. Working knowledge of non-profit accounting standards
