Manager of Financial Planning & Analysis

Department: 8015 - Fiscal Services
Location: San Antonio, TX
Work Schedule: Monday through Friday 8:30 AM to 5:30 PM

PURPOSE 

Provides primary backup to Director of Financial Planning & Analysis in developing and executing fiscal administration strategy in support of the overall business plan and strategic direction of the organization, specifically in the areas of budget development, revenue recognition, financial statement preparation, and cost report preparation, fiscal contract reporting requirements and compliance, and ad hoc reporting to enhance program objectives.


TASKS

  1. Oversee the monthly preparation, entry and maintenance of the budget amendment process and creation, monitoring and reconciliation of staffing models
  2. Oversee the preparation of the monthly financial statements to include variance analysis and explanations 
  3. Develops and maintains on-going training for fiscal reports to management staff to optimize fiscal operation of program units
  4. Lead the preparation of the yearly cost reports and cost allocation plans to Medicaid, Medicare, HCS, IDD, TX Home Living, CAM, DAHS, PAS following appropriate guidelines, codes and regulations to assure accurate, reasonable and complete information to federal, state and local governments
  5. Train and supervise Sr. Accountants in preparation, monitoring and budget variance analysis of reimbursement requests for federal state and local grants
  6. Lead in the preparation and analysis of the DSHS Performance contract budget attachments and quarterly financial reports to ensure expenditures and costs are appropriately categorized and reported
  7. Present Budget Department Finance Committee presentations and attend meetings in absence of Director of Financial Planning & Analysis
  8. Ad hoc reporting and financial analysis as requested by internal and external stakeholders that is accurate, timely and substantively appropriate
  9. Provide analysis that combines consumer and financial data in conjunction with the Quality Department to enhance performance and quality of services
  10. Must maintain required credentials and mandatory training requirements to ensure compliance with all State regulations and CHCS policies
  11. Other duties as assigned

MINIMUM REQUIREMENTS 

  1. Graduation from an accredited four (4) year college or University with a major in accounting, business or finance
  2. Five (5) yearsí experience with grant accounting, budget, and financial statement analysis
  3. Proficient in Microsoft Office to include, Excel, Power Point, Word and Outlook
  4. Knowledge of and exposure to working with applicable laws, codes and regulations sufficient to prepare Medicare, Medicaid and other cost reports and reimbursement requests to federal, state and local governments; demonstrated ability to effectively multi-task and work with all levels of employees and external resources 
  5. Must maintain required credentials and mandatory training requirements to ensure compliance with all State regulations and CHCS policies
  6. Must maintain a valid driverís license and automobile insurance coverage, be able to travel as needed, and be able to meet on a consistent basis the driving record requirements of the Companyís auto insurance carrier if you drive your vehicle during company business 
  7. Must be able to meet the physical requirements to complete SAMA and CPR training including lifting up to 12 lbs. and supporting up to 55 lbs.; bending, stooping and getting on and off the floor without assistance.

       1. Masterís in Business Administration
