Data Scientist - CCBHC

Department: 1110 Calidad Workshop
Location: San Antonio, TX
Work Schedule: Monday through Friday 8:30 AM to 5:30 PM

PURPOSE:

Develops and manages predictive analytics programs, health registries and population health management tools to support the operations of a Certified Community Behavioral Health Clinic.


TASKS:

  1. Aggregate and track program performance and outcome achievement to identify areas needing continuous quality support.
  2. Produce weekly and monthly dashboards of critical information, e.g., outcomes, numbers served, distributed to all CCBHC staff. Compile monthly performance reports for submission to the Project Director (PD) and the Evaluator.
  3. Provide training for data reporting systems.
  4. Track and perform trend analysis on the usage of data systems for the purpose of CCBHC
  5. Data Scientist will identify data biases including selection bias, reporting bias, exclusion bias, etc.
  6. The Data Scientist will prepare a report for the CCBHC Project Director every month. Findings may be used to adjust or modify services or methods or enhance staff training.
  7. The Data Scientist will collect and report data to SAMHSA (SPARS and GPRA)
  8. Create data models from information systems to inform decisions and promote positive outcomes
  9. Produce reports and dashboards for managing business and health scorecards
  10. Produce studies using institutional and global datasets
  11. Assist development team on alerts and decision support tools
  12. Gather requirements from stakeholders and produce quarterly reports
  13. Plan, develop, launch, and support efficient information systems and operations systems in support of core organizational and business functions on primary assigned systems        
  14. Apply proven communication, analytical and problem-solving skills to help identify, communicate, and resolve systems issues in conjunction with key users and process owners, in order to maximize the benefit of IT systems investments on primary assigned systems outlined below            
  15. Assist in migration of data systems as new or updated technology becomes available
  16. Must maintain required credentials and mandatory training requirements to ensure compliance with all State regulations and CHCS policies
  17. Other duties as assigned

MINIMUM REQUIREMENTS:

  1. Bachelorís degree in Computer Science or Information Systems
  2. Statistical Analysis Certification or equivalent meaningful work experience
  3. Experience or Coursework with Microsoft SQL SERVER (T-SQL, SSRS, SSAS, SSIS)  
  4. Experience with basic project life cycle methodology 
  5. Four (4) yearsí programmer experience (education may substitute for experience)
  6. Must maintain required credentials and mandatory training requirements to ensure compliance with all State regulations and CHCS policies
  7. Must maintain a valid driverís license and automobile insurance coverage, be able to travel as needed, and be able to meet on a consistent basis the driving record requirements of the Companyís auto insurance carrier if you drive your vehicle during company business 
  8. Must be able to meet the physical requirements to complete SAMA and CPR training including lifting up to 12 lbs. and supporting up to 55 lbs.; bending, stooping and getting on and off the floor without assistance.

 PREFERRED:

  1. Minor or second Major in Mathematics Knowledge of Project management lifecycle
  2. Experience with R, TSQL, SAS and STATA, SSRS
  3. Experience working with JSON, XML, CSV Data files
  4. Experience with SharePoint and Microsoft office on premise environment
  5. Experience with Microsoft BI tools (PowerBI, Tabular Modeling, Multi-Dimensional Modeling)
  6. Experience with Population health outcome measures
  7. Strong written and verbal skills
  8. Strong presentation and data visualization skills
  9. Knowledge of Data Structures used in Electronic Health Records, Human Resource Management Systems
  10. Knowledge of Information security methods and practice
  11. Experience with or knowledge of well-ness oriented trauma-informed care
